In a small saucepan, combine the minced shallots, white wine vinegar, white wine, and half of the chopped tarragon. Bring to a simmer over medium heat and reduce until the liquid is about 2 tablespoons. Strain the mixture and set aside.

In another saucepan, melt the unsalted butter over low heat until it is fully liquefied. Set aside to cool slightly.

In a medium bowl, whisk together the egg yolks and water until they are pale and slightly thickened.
