    Make the Lobster Stock

    In a large pot, melt the butter over medium heat. Add the lobster shells and sauté for 5-7 minutes until fragrant. Add chopped onion, carrot, and celery, and cook for another 5 minutes. Stir in garlic and tomato paste, cooking for 1-2 minutes more. Pour in the white wine and cook until reduced by half. Add the fish stock and bring to a simmer. Cook for 30 minutes, then strain the stock and discard the solids.

    Prepare the Bisque

    Return the strained lobster stock to the pot. Add the heavy cream and bring to a gentle simmer. Season with salt and black pepper to taste. Stir in the chopped lobster meat and fresh tarragon. Simmer for an additional 5 minutes, allowing the flavors to meld.

    Ladle the bisque into bowls and garnish with additional tarragon if desired. Serve hot.
