    Prepare the Corned Beef

    Place the corned beef brisket in a large pot and cover it with water. Add black peppercorns, bay leaves, and crushed garlic cloves. Bring to a boil, then reduce the heat to a simmer and cover the pot.

    Cook the Corned Beef

    Simmer the corned beef for about 2.5 to 3 hours, or until it is fork-tender. Skim off any foam that rises to the surface during cooking.

    Add Vegetables

    In the last 30 minutes of cooking, add the new potatoes and sliced carrots to the pot. If needed, add more water to ensure that the vegetables are submerged.

    Add Cabbage

    Add the chopped cabbage to the pot in the last 15 minutes of cooking. Make sure it is submerged in the broth.

    Serve

    Once everything is cooked, remove the corned beef and let it rest for a few minutes. Slice the brisket against the grain and serve it with the vegetables on the side, along with horseradish for added flavor.
