Prepare the Chips
Peel the potatoes and cut them into thick strips. Rinse the strips in cold water to remove excess starch, then pat them dry with paper towels.

Fry the Chips
In a large pot, heat the vegetable oil over medium-high heat. Once hot, add the potato strips in batches and fry until golden and crispy, about 5-7 minutes. Remove with a slotted spoon and drain on paper towels. Keep warm.

Make the Batter
In a bowl, mix together the all-purpose flour, cornstarch, baking powder, salt, and pepper. Gradually add the cold sparkling water until you have a smooth batter.

Prepare the Fish
Dip each fish fillet into the batter, ensuring it's fully coated.

Fry the Fish
Carefully add the battered fish to the hot oil and fry for 4-6 minutes or until golden brown and cooked through. Remove and drain on paper towels.

Serve the fish and chips hot, with malt vinegar and tartar sauce on the side.
