Prepare the Ingredients
Rinse the shrimp and mussels under cold water. Clean the mussels by scrubbing them and removing the beards. Set aside.

Prepare the Broth
In a pot, heat the fish stock until it is simmering. Add the saffron threads to the stock and allow it to steep while you prepare the rest of the paella.

Sauté the Vegetables
In a large paella pan or wide skillet, heat the olive oil over medium heat. Add the chopped onion and sauté for about 5 minutes until soft. Add the minced garlic and diced red bell pepper, cooking for an additional 3-4 minutes.

Add Tomato and Spices
Stir in the diced tomatoes, paprika, salt, and black pepper. Cook for about 5 minutes until the tomatoes have softened.

Add Rice
Add the Bomba rice to the pan, stirring well to coat the grains in the oil and vegetable mixture. Cook for 2 minutes to lightly toast the rice.

Add Broth
Pour in the simmering fish stock with saffron. Bring to a gentle boil, then reduce the heat to low. Distribute the rice evenly across the pan and do not stir from this point on.

Add Seafood
Arrange the shrimp and mussels over the rice, pushing them slightly into the liquid. Cook for about 10-12 minutes until the rice is tender and the liquid is absorbed.

Final Touch
Add the peas on top of the paella and cover the pan with a lid or aluminum foil. Let it rest for 5 minutes off the heat to allow the flavors to meld.
