Activate yeast

Combine warm water (about 105–110°F / 40–43°C) with sugar and active dry yeast in a small bowl. Stir gently and let sit 8–10 minutes until foamy.

Make dough

In a large mixing bowl, whisk together the all-purpose flour and salt. Make a well and pour in the foamy yeast mixture and warm milk. Mix until a shaggy dough forms. Add softened butter and knead for 8–10 minutes by hand or 5–7 minutes in a stand mixer with a dough hook, until smooth and slightly tacky.

First rise

Lightly oil a bowl, place the dough inside, turning to coat with oil. Cover with plastic wrap or a damp towel and let rise in a warm draft-free place until doubled, about 1 to 1¼ hours depending on room temperature.

Shape buns

Punch down the dough gently to release air. Divide into 12 equal portions (about 50–60 g each). Shape each portion into a smooth ball and place them in a greased 9x13 inch (or similar size) baking pan in 3 rows of 4, leaving a little space between. Cover and let rise again until puffy and almost doubled, about 30–45 minutes.

Bake

Preheat the oven to 375°F (190°C). Brush the tops lightly with melted butter. Bake 15–18 minutes until golden brown on top and the internal temperature reaches ~190°F (88°C). Remove from oven and brush with a little more butter. Let cool slightly before splitting for assembly.

Spiced savory filling (vegetarian)

Heat vegetable oil in a skillet over medium heat. When hot, add mustard seeds and cumin seeds. When they begin to pop, add a pinch of asafoetida, chopped green chili, grated ginger, and minced garlic. Sauté briefly (30–45 seconds) until fragrant.

Add the finely chopped onion and cook 3–4 minutes until soft and translucent. Add turmeric, red chili powder, ground coriander and sauté 30 seconds to bloom the spices.

Add the boiled, mashed potatoes and frozen peas (if using). Stir thoroughly to combine with the spiced onion mixture. Cook 3–5 minutes so the potatoes warm and flavors meld.

Season with garam masala, amchur or lemon juice, and salt. Adjust salt and spice level to taste. Stir in chopped cilantro. Remove from heat and let the filling cool slightly — it should be moist but not watery so it holds inside the pav.

Assembly & finishing

Split buns

Carefully slice each pav bun horizontally, leaving one edge intact if desired so it opens like a book (or slice fully if you prefer separate top and bottom). If you have prebaked and sliced buns, proceed to toasting.

Fill and toast

Heat a large skillet or griddle over medium. Melt about 1 tablespoon butter and place 3–4 prepared pav on the skillet, cut side down, to toast lightly until golden (about 1–2 minutes). Remove and set toasted side up. Spoon about 1 to 1.5 tablespoons of the potato filling into each pav (adjust amount so it fits comfortably).

Finish on griddle (optional)

For a warm, sandwich-like finish, after filling place filled pav back on the skillet, brush tops with remaining butter and press gently with a spatula or a sandwich press. Cook 1–2 minutes per side until warmed through and lightly crisp outside.

Serve

Serve the pav bites hot with green chutney or tamarind chutney alongside. Garnish with sev or finely chopped raw onion if using. These make excellent sliders or party finger food.
