Prepare the Filling
In a large mixing bowl, combine julienned carrots, shredded cabbage, bell pepper, and chopped green onions. Mix well until all vegetables are evenly distributed.

Assemble the Egg Rolls
Take an egg roll wrapper and place it on a clean surface with a point facing you. Spoon about 2 tablespoons of the vegetable mixture onto the wrapper. Fold the bottom point over the filling, then fold the sides in, and roll tightly to seal. Repeat with remaining wrappers and filling.

Cook the Egg Rolls
In a deep frying pan or wok, heat oil over medium-high heat. Fry the egg rolls in batches until golden brown and crispy, about 3-4 minutes on each side. Drain on paper towels.

Prepare the Dipping Sauces
For sweet chili sauce, serve store-bought or homemade. For wasabi aioli, mix mayonnaise with wasabi paste to taste.

Arrange the crispy egg rolls on a platter with lettuce leaves and Thai basil. Serve with sweet chili sauce and wasabi aioli on the side.
