Make the Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a floured surface for about 10 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a separate bowl, combine the ground pork, soy sauce, sesame oil, minced ginger, minced garlic, green onions, gelatinized chicken broth, and white pepper. Mix well until all ingredients are fully incorporated. Cover and refrigerate for at least 30 minutes to let flavors meld.

Form the Dumplings
After the dough has rested, divide it into small balls (about 1 inch in diameter). Roll each ball into a thin circle (about 3 inches in diameter). Place a spoonful of the pork filling in the center of each circle. Carefully pinch the edges together to form pleats and seal the dumpling at the top.

Steam the Dumplings
Prepare a steamer. Line the steamer basket with parchment paper to prevent sticking. Arrange the dumplings, leaving space between each. Steam over boiling water for about 15-20 minutes until the dough is translucent and the filling is cooked through.

In a small bowl, combine soy sauce, rice vinegar, chili oil, and grated ginger. Mix well and set aside for serving.
