Rinse and peel (optional)
Drain the canned chickpeas and rinse under cold water. For extra-silky hummus, gently pinch each chickpea between your fingers to remove the skins, or rub them between two kitchen towels. This step is optional but improves texture.

Add aromatics and chickpeas
Add the peeled garlic cloves, half of the drained chickpeas (1 cup), the kosher salt, and ground cumin to the tahini-lemon mixture. Process 30 seconds to 1 minute until partially combined.

Incorporate remaining chickpeas and liquid
Add the remaining chickpeas and with the processor running, drizzle in the 3 tablespoons olive oil and the 2 tablespoons ice water. Process 1–2 minutes, stopping to scrape down the sides as needed, until very smooth. If the hummus is too thick, add additional ice water 1 tablespoon at a time until you reach a spreadable, silky consistency.

Prepare harissa mixture
In a small bowl, combine the harissa paste, smoked paprika, lemon zest, and 1 tablespoon olive oil. Stir to loosen the paste so it will fold into the hummus easily. Taste and adjust: add another 1/2–1 tablespoon harissa if you want more heat, or more olive oil to mellow and loosen the sauce.

Fold harissa into hummus
Spoon about two-thirds of the hummus into a serving bowl and smooth the top with the back of a spoon. Dollop the prepared harissa mixture on top and either swirl gently with a knife to create a marbled effect, or fully fold the harissa into the remaining hummus in the food processor for a uniformly-spiced hummus, depending on presentation preference.

Serve warm or at room temperature with warm pita, pita chips, or raw vegetable sticks. Leftover hummus keeps in an airtight container in the refrigerator for up to 5 days; the flavors deepen over time—give it a quick stir and a fresh drizzle of olive oil before serving again.
