Cook the Pork
Season the pork shoulder with salt, black pepper, garlic powder, and onion powder. Place the pork in a pressure cooker with 1 cup of beer and cook on high pressure for 60 minutes. Allow the pressure to release naturally.

Prepare the Tater Tots
While the pork is cooking, bake the frozen tater tots according to the package instructions until golden and crispy.

Make the Butterkase Sauce
In a small saucepan over low heat, combine the butterkase cheese and remaining beer. Stir until the cheese is melted and the sauce is smooth. Add salt and pepper to taste.

Assemble the Dish
Once the pork is cooked, shred it using two forks. In a large serving dish, layer the crispy tater tots, followed by the shredded pork, sauerkraut, and drizzle with the butterkase sauce. Top with chopped chives.
