    Cook the Pasta

    In a large pot of boiling salted water, cook the cavatappi pasta according to package instructions until al dente. Drain and set aside.

    Make the Cheese Sauce

    In a saucepan over medium heat, melt the butter. Stir in the flour and cook for about 1 minute, stirring constantly. Gradually whisk in the milk, garlic powder, onion powder, salt, and black pepper. Bring to a simmer and cook until thickened, about 5 minutes.

    Add the Cheeses

    Remove the sauce from heat and stir in the smoked Gouda and cheddar cheese until melted and smooth.

    Combine Pasta and Sauce

    In a large mixing bowl, combine the cooked pasta with the cheese sauce. Mix until the pasta is evenly coated.

    Prepare the Topping

    In a small bowl, combine the bread crumbs, Parmesan cheese, and chopped fresh parsley. Mix well.

    Bake the Mac & Cheese

    Preheat your oven to 350°F (175°C). Transfer the mac and cheese mixture to a greased baking dish. Sprinkle the breadcrumb topping evenly over the pasta. Bake for 25-30 minutes or until the top is golden brown and crispy.
