Mix Dry Ingredients
In a large bowl, whisk together the all-purpose flour, granulated sugar, salt, and baking powder until well combined.

Cut in Butter
Add the cold, cubed unsalted butter to the flour mixture. Using a pastry cutter or your fingers, cut the butter into the flour until the mixture resembles coarse crumbs.

Gradually add the wet ingredients to the dry ingredients, mixing until just combined. Do not overmix.

Wrap the dough in plastic wrap and refrigerate for at least 30 minutes.

In a medium bowl, beat the cream cheese until smooth. Add the powdered sugar and vanilla extract, mixing until well combined and creamy.
