Prepare the Cake Batter
In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt. Whisk until well combined.

Bake the Cake
Preheat your oven to 350°F (175°C). Grease and flour three 9-inch round cake pans. Divide the batter evenly among the pans. Bake for 30-35 minutes or until a toothpick inserted in the center comes out clean. Let the cakes cool in the pans for 10 minutes, then transfer to wire racks to cool completely.

Make the Chocolate Mousse
In a saucepan, heat the heavy cream over medium heat until it just begins to simmer. Remove from heat and add the chocolate chips. Let sit for 5 minutes, then stir until smooth. Add the peppermint extract and mix well. Allow to cool slightly, then refrigerate until set, about 1-2 hours.

Assemble the Cake
Once the cakes are completely cool, place one layer on a serving plate. Spread a layer of chocolate mousse on top, then add a second cake layer. Repeat the process and top with the final cake layer.

Decorate the Cake
Spread the remaining chocolate mousse over the top and sides of the cake. Decorate the top with crushed peppermint candies and pieces of chocolate peppermint bark.
