Prepare the Dough

Mix the Ingredients
In a large bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a soft dough forms.

Knead the Dough
Transfer the dough to a floured surface and knead for about 5-7 minutes until smooth and elastic.

Rest the Dough
Cover the dough with a damp cloth and let it rest for at least 30 minutes.
Prepare the Filling

Cook the Vegetables
In a large skillet, heat a small amount of oil over medium heat. Add the minced garlic and grated ginger, sauté for about 1 minute.

Add the Filling Ingredients
Add the chopped cabbage, grated carrot, chopped mushrooms, and green onions to the skillet. Stir well and cook for about 5-7 minutes until vegetables are tender.

Season the Filling
Stir in the soy sauce, sesame oil, salt, and black pepper. Cook for an additional 2 minutes, then remove from heat and let cool.
Assemble the Dumplings

Roll the Dough
On a floured surface, roll out the dough to about 1/8 inch thickness. Cut into 3-inch circles using a cutter.

Fill the Dumplings
Place about 1 tablespoon of the vegetable filling in the center of each dough circle. Fold the dough over to create a half-moon shape and pinch the edges to seal.
Steam the Dumplings

Prepare the Steamer
Line a steamer basket with parchment paper or cabbage leaves to prevent sticking. Arrange the dumplings in the steamer, leaving space between each.

Steam the Dumplings
Bring water to a boil in a pot, then place the steamer basket over it. Steam the dumplings for about 15-20 minutes until cooked through.
