Make the Dough
In a large bowl, mix flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in cold water, a tablespoon at a time, until dough forms. Wrap in plastic and refrigerate for at least 30 minutes.

Fry the Hand Pies

Assemble and Fry
Roll out the dough and cut into 4-inch circles. Place a tablespoon of filling on one half of each circle. Fold over and seal edges with a fork. Heat vegetable oil in a deep pan to 350°F (175°C). Fry hand pies until golden brown, about 3-4 minutes each side. Drain on paper towels.
