Prepare the Dough
In a small saucepan, heat the milk until warm (not boiling). Add the yeast and 1 tablespoon of sugar, and let it sit for about 5-10 minutes until frothy. In a large bowl, combine the flour, remaining sugar, and salt. In a separate bowl, whisk together the eggs and melted butter. Add the yeast mixture and egg mixture to the dry ingredients. Mix until a dough forms.

Knead and Rise
Turn the dough onto a floured surface and knead for about 5-7 minutes until smooth. Place the dough in a greased bowl, cover with a cloth, and let it rise in a warm place for about 1 hour or until doubled in size.

Roll and Fill
Once risen, punch down the dough and roll it out into a rectangle (about 1/4 inch thick). Spread softened butter over the dough, then sprinkle with brown sugar and cinnamon. Roll the dough tightly into a log.

Cut and Second Rise
Cut the log into 12 equal pieces and place them in a greased baking pan. Cover and let rise again for 30 minutes.

Bake
Preheat the oven to 350°F (175°C). Bake the rolls for 25-30 minutes or until golden brown.

Make the Dulce Caramel Dip
In a small saucepan over medium heat, combine 1 cup of dulce de leche with 1/4 cup of heavy cream. Stir until smooth and heated through.

Allow the cinnamon rolls to cool slightly, then serve with the warm dulce caramel dip.
