Cook the Pasta
In a large pot, bring salted water to a boil. Add the penne pasta and cook according to package instructions until al dente. Drain and set aside.

Prepare the Steak
While the pasta is cooking, season the flat iron steak with salt and black pepper on both sides. Heat 1 tablespoon of olive oil in a large skillet over medium-high heat.

Make the White Sauce
In the same skillet, reduce the heat to medium and add the remaining tablespoon of olive oil. Add the minced garlic and sauté for about 1 minute until fragrant.

Combine the Sauce Ingredients
Pour in the heavy cream and bring to a gentle simmer. Stir in the grated Parmesan cheese, salt, and pepper. Cook for 2-3 minutes until the sauce thickens slightly.

Combine Pasta and Sauce
Add the cooked penne pasta to the sauce and toss to coat evenly. If the sauce is too thick, add a bit of pasta water to reach the desired consistency.

Serve
Slice the rested steak against the grain and serve it on top of the creamy pasta. Garnish with chopped parsley and additional Parmesan cheese if desired.
