Cook the Pasta
In a large pot, bring salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

Add Milk
Slowly whisk in the milk, ensuring there are no lumps. Continue to cook, stirring frequently, until the mixture thickens (about 5-7 minutes).

Incorporate Cheeses
Reduce heat to low and add the cheddar cheese and cream cheese. Stir until completely melted and smooth. Season with salt, black pepper, and paprika.

Combine Pasta and Cheese Sauce
Add the cooked macaroni to the cheese sauce and stir until well coated. Keep warm on low heat.

Sauté Scallops and Shrimp
In a large skillet, heat olive oil over medium-high heat. Add minced garlic and sauté for about 30 seconds until fragrant.
