Prepare the Bulgur
In a bowl, soak the bulgur wheat in 1.5 cups of water for about 30 minutes until it absorbs the water and becomes soft. Drain any excess water.

Cook the Filling
In a pan, heat 1 tablespoon of olive oil over medium heat. Add the chopped onions and sauté until they are translucent. Add the ground beef and cook until browned. Stir in the pine nuts, allspice, cinnamon, salt, and black pepper. Cook for an additional 5 minutes, then remove from heat and let it cool.

Mix the Kibbeh Dough
In a large bowl, combine the soaked bulgur, cooked beef mixture, parsley, and 2 tablespoons of olive oil. Mix well until fully combined.

Shape the Kibbeh
Wet your hands and take a small amount of the mixture to form a ball. Then, flatten it into a disc shape, making a small indentation in the center. Fill the indentation with a small amount of the beef filling, then seal the edges to form an oval shape. Repeat with the remaining mixture.
