Prepare the Meatball Mixture
In a large bowl, combine the ground beef, minced garlic, minced shallots, fish sauce, black pepper, sugar, cornstarch, green onions, and water. Mix well until all ingredients are fully incorporated.

Form the Meatballs
With wet hands, form the mixture into small meatballs, about 2-3 cm in diameter. Place them on a plate and set aside.

Prepare the Broth
In a large pot, add the beef bones and water. Bring to a boil and then simmer for about 30 minutes, skimming off any foam that rises to the surface.

Add Aromatics
Add the halved onion, sliced ginger, star anise, cinnamon stick, cloves, fish sauce, and salt to the pot. Simmer for an additional 1-2 hours, allowing the flavors to develop.

Strain the Broth
After simmering, strain the broth through a fine sieve into another pot. Discard the solids and keep the broth warm over low heat.
Noodles and Serving

Prepare the Noodles
Cook the rice noodles according to package instructions. Drain and rinse under cold water to stop the cooking process.

Assemble the Phở
In a bowl, place a portion of the cooked noodles, add the cooked beef meatballs, and ladle the hot broth over the top.

Add Garnishes
Top with fresh basil leaves, bean sprouts, lime wedges, and sliced chili peppers. Serve immediately and enjoy your Phở Bò Viên!
