Marinate the Beef
Slice the beef against the grain into thin strips. In a bowl, combine 1 tablespoon soy sauce, 1 tablespoon cornstarch, minced garlic, grated ginger, sesame oil, and 2 tablespoons of water. Add the beef strips to the marinade and toss to coat. Let it marinate for at least 30 minutes.

Prepare the Broccoli
While the beef is marinating, bring a pot of water to a boil. Add the broccoli florets and blanch them for 2-3 minutes until bright green and tender-crisp. Drain and set aside.

Make the Sauce
In a small bowl, whisk together 3 tablespoons soy sauce, brown sugar, oyster sauce, 1 teaspoon cornstarch, 1 cup of water, and sesame oil. Set aside.

Stir-Fry the Beef
In a large skillet or wok, heat 2 tablespoons of vegetable oil over medium-high heat. Add the marinated beef in a single layer and stir-fry for 2-3 minutes until browned and cooked through. Remove the beef from the skillet and set aside.

Combine and Serve
Pour the sauce over the beef and broccoli. Stir well to combine and cook for an additional 2-3 minutes until the sauce thickens. Season with salt and black pepper to taste. Serve hot over rice or noodles.
