Preheat the Oven
Preheat your oven to 425°F (220°C).

Mix Dry Ingredients
In a large bowl, whisk together the all-purpose flour, baking powder, and salt.

Cut in Butter
Add the unsalted butter to the flour mixture. Use a pastry cutter or your fingers to mix until the mixture resembles coarse crumbs.

Add Milk and Cream
Pour in the milk and heavy cream, and stir until just combined. Be careful not to overmix.

Shape the Biscuits
Turn the dough out onto a floured surface and gently knead just until it comes together. Pat it into a rectangle about 1 inch thick, and cut into rounds using a biscuit cutter.

Bake the Biscuits
Place the biscuits on a baking sheet lined with parchment paper. Bake for 12-15 minutes, or until golden brown.

Cook the Sausage
In a large skillet over medium heat, cook the breakfast sausage until browned and fully cooked, breaking it apart with a spoon as it cooks.

Make the Roux
Sprinkle the 1/4 cup of flour over the cooked sausage and stir to combine. Cook for about 1-2 minutes to eliminate the raw flour taste.

Add Milk
Slowly whisk in the 2 cups of milk, stirring constantly to prevent lumps. Continue cooking until the gravy thickens, about 5-7 minutes.

Season the Gravy
Add salt, black pepper, and red pepper flakes (if using) to taste. Stir well to combine.
