    Prepare the Beef

    Slice the beef against the grain into thin strips. In a bowl, mix the sliced beef with cornstarch, salt, and black pepper. Let it marinate for about 15 minutes.

    Cook the Beef

    Heat vegetable oil in a large skillet or wok over medium-high heat. Add the marinated beef in batches and stir-fry until browned and cooked through. Remove the beef from the skillet and set aside.

    Stir-fry the Vegetables

    In the same skillet, add a little more oil if needed. Add sliced onion, green bell pepper, and chili pepper. Stir-fry for about 3-4 minutes until vegetables are tender but still crisp.

    Combine and Finish

    Add the cooked beef back to the skillet. In a separate bowl, mix soy sauce, brown sugar, garlic, and ginger. Pour this sauce over the beef and vegetables in the skillet. Stir to combine and cook for an additional 2-3 minutes until the sauce thickens slightly.

    Serve

    Drizzle sesame oil over the dish and serve hot with steamed rice or noodles.
