Prepare the Pork Belly
Preheat your oven to 160°C (320°F). Season the pork belly with salt, pepper, caraway seeds, and mustard seeds. Place it in a roasting pan and roast for about 3 hours or until the meat is tender and the skin is crispy.

Make the Fried Garlic
While the pork is roasting, thinly slice the garlic cloves. Heat the vegetable oil in a skillet over medium heat and fry the garlic until golden brown. Remove and drain on paper towels.

Prepare the Red Cabbage Slaw
Finely shred the red cabbage and toss it in a bowl. Add a pinch of salt and let it sit for about 10 minutes to soften.

Make the Russian Dressing
In a bowl, mix together the mayonnaise, ketchup, Worcestershire sauce, and hot sauce. Adjust seasoning with salt and pepper to taste.

Assemble the Bao Buns
Once the pork belly is done, slice it into pieces. Steam the bao buns according to package instructions. Place a slice of pork belly in each bun, top with red cabbage slaw, a drizzle of Russian dressing, and sprinkle with fried garlic.
