In a medium saucepan, combine the water, white vinegar, salt, sugar, mustard seeds, black peppercorns, and red pepper flakes.

Bring the mixture to a boil over medium heat, stirring occasionally to ensure that the salt and sugar dissolve completely.

Once boiling, remove the saucepan from heat and let the brine cool to room temperature.
