Prepare the Dough
In a large bowl, mix the all-purpose flour and salt together. Gradually add water while stirring until the dough starts to form. Knead the dough on a floured surface for about 5-10 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Make the Filling
In a mixing bowl, combine the ground pork, chopped green onions, minced garlic, minced ginger, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are evenly incorporated.
Assemble Dumplings

Shape the Dumplings
Divide the rested dough into small pieces (about 1 inch each). Roll each piece into a circle about 3 inches in diameter. Place a small spoonful of filling in the center of each circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal tightly.
Cooking

Cook the Dumplings
You can either steam or pan-fry the dumplings. To steam, place the dumplings in a steamer basket over boiling water and steam for about 15 minutes. To pan-fry, heat a bit of oil in a pan, add dumplings, and fry until the bottoms are golden brown, then add a splash of water and cover to steam until cooked through, about 10 minutes.

In a small bowl, mix together soy sauce, rice vinegar, chili oil, and sesame seeds. Serve alongside the dumplings.
