Make the crust
In a mixing bowl, combine the graham cracker crumbs, cocoa powder, granulated sugar, and melted butter. Mix until the mixture resembles wet sand.

Press the mixture evenly into the bottom and up the sides of a 9-inch pie pan. Bake in a preheated oven at 350°F (175°C) for 8-10 minutes. Allow to cool completely.

Prepare the filling
In a large mixing bowl, beat the softened cream cheese until smooth. Add the peanut butter, powdered sugar, and vanilla extract, mixing until well combined.

Whip the cream
In a separate bowl, whip the heavy cream until stiff peaks form. Gently fold the whipped cream into the peanut butter mixture until no streaks remain.

Fill the crust
Spread the peanut butter filling evenly into the cooled crust. Smooth the top with a spatula. Refrigerate for at least 4 hours or until set.

In a microwave-safe bowl, melt the chocolate chips in 30-second intervals, stirring between each until smooth. Drizzle the melted chocolate over the pie.

Sprinkle the chopped peanut butter cups over the top of the pie for added texture and flavor. Refrigerate for an additional 30 minutes before serving.
