Prepare the Fish
Clean the tilapia thoroughly and pat dry with paper towels. Make a few diagonal slashes on both sides of the fish and season with salt and black pepper.

Dredge the Fish
Coat the seasoned tilapia in all-purpose flour, ensuring even coverage.

Heat the Oil
In a large skillet or deep frying pan, heat vegetable oil over medium-high heat until hot.

Fry the Fish
Carefully place the floured tilapia in the hot oil. Fry each side for about 5-7 minutes or until golden brown and cooked through. Remove and drain on paper towels.

Make the Chili Sauce
In a small saucepan, combine red chili flakes, minced garlic, soy sauce, honey, and lime juice. Heat over low flame until warmed through, stirring occasionally.
