In a mixing bowl, whisk together cornmeal, flour, baking powder, sugar, salt, and pepper. In another bowl, combine milk and egg, then mix into the dry ingredients until just combined. The batter should be thick.

In a deep pot or fryer, heat vegetable oil to 350°F (175°C). You can test the oil by dropping a small amount of batter into it; it should sizzle immediately.

Dip each skewered hot dog into the batter, ensuring they are fully coated.
