Cook the Pasta
Bring a large pot of salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

Make the Cheese Sauce
In a medium saucepan, melt the butter over medium heat. Stir in the flour, garlic powder, onion powder, salt, and black pepper, and cook for about 1 minute until bubbly. Gradually whisk in the milk and cook until the mixture thickens, about 5 minutes. Remove from heat and stir in the cream cheese and shredded cheeses until melted and smooth.

Combine & Bake
Preheat the oven to 350°F (175°C). In a large mixing bowl, combine the cooked macaroni and cheese sauce. Pour the mixture into a greased baking dish. Top with breadcrumbs and additional cheese if desired. Bake for 25-30 minutes until golden and bubbly.
