Make the Dough
In a mixing bowl, combine all-purpose flour, caraway seeds, and salt. Add the oil and mix well. Gradually add water and knead to form a smooth dough. Cover and let it rest for 30 minutes.

Prepare the Filling
In a pan, heat some oil and add cumin seeds. Once they splutter, add chopped onions and sauté until golden brown. Add ginger, green chilies, and sauté for a minute. Add the mashed potatoes, green peas, coriander powder, garam masala, lemon juice, and salt. Mix well and cook for 2-3 minutes. Let the filling cool.

Shape the Samosas
Divide the dough into equal portions. Roll each portion into a thin oval shape and cut it in half. Take one half, form a cone by folding it, and seal the edge with water. Fill the cone with the prepared filling and seal the open edge to make a triangle. Repeat with the remaining dough and filling.

Fry the Samosas
Heat oil in a deep frying pan over medium heat. Once hot, carefully slide in the samosas, a few at a time, and fry until golden brown and crispy. Remove and drain on paper towels.
