In a microwave-safe mug, combine the cocoa powder, flour, sugar, and baking powder. Stir until well mixed.

Add the milk, vegetable oil, and vanilla extract to the dry ingredients. Stir until smooth.

Carefully pour in the boiling water and stir to combine. The mixture will be thin.

Place the mug in the microwave and cook on high for 1 minute and 30 seconds, or until the cake has risen and is set in the middle.

Let the cake cool for a minute. Top with a scoop of vanilla ice cream, whipped topping, and drizzle with chocolate syrup.
