Cook the Filling
In a large skillet over medium heat, add ground beef, onion, and garlic. Cook until the beef is browned and the onions are translucent, about 5-7 minutes.

Season the Filling
Stir in cumin, chili powder, salt, and black pepper. Cook for an additional 2 minutes to allow the flavors to meld. Remove from heat and mix in the refried beans.

Prepare the Tortillas
Preheat your oven to 375°F (190°C). Warm the corn tortillas in a dry skillet or microwave until pliable.

Assemble the Enchiladas
Spread a layer of enchilada sauce on the bottom of a 9x13 inch baking dish. Place about 2-3 tablespoons of the meat mixture in the center of each tortilla, roll them up tightly, and place seam-side down in the baking dish.

Add Sauce and Cheese
Once all tortillas are in the dish, pour the remaining enchilada sauce over the top and sprinkle with shredded cheese.

Bake
Cover the dish with aluminum foil and bake in the preheated oven for 20 minutes. Remove the foil and bake for an additional 10 minutes, or until the cheese is bubbly and golden.
