    Peel the onions and slice them into 1/4 inch thick rings. Separate the rings and set them aside.

    In a large bowl, mix together the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually add cold water and whisk until the batter is smooth and thick.
