    Use a vegetable peeler to remove the peels from the oranges, ensuring you get only the outer layer without too much pith.

    In a saucepan, combine the water and sugar. Heat over medium heat, stirring until the sugar is fully dissolved. Add the orange peels, cloves, and cinnamon stick to the saucepan. Bring to a simmer and let it cook for about 10 minutes.

    Remove the saucepan from heat and let it cool slightly. Add the cognac and split vanilla bean (scrape the seeds into the mixture as well). Stir to combine.
