Prepare the Dough
In a large bowl, combine all-purpose flour and salt. Gradually add water, mixing until a dough forms. Knead the dough on a lightly floured surface for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Make the Filling
In a large mixing bowl, combine chopped cabbage, grated carrots, chopped bell pepper, chopped green onions, minced garlic, minced ginger, soy sauce, sesame oil, salt, and black pepper. Mix well until all the vegetables are evenly coated with the seasonings.

Fill the Dumplings
After the dough has rested, divide it into small balls (about 1 inch in diameter). Roll each ball into a thin circle (about 3 inches in diameter). Place a small spoonful of the vegetable filling in the center of each circle. Fold the dough over to create a half-moon shape and pinch the edges to seal the dumpling.

Steam the Dumplings
Prepare a steamer basket lined with parchment paper or cabbage leaves to prevent sticking. Place the dumplings in the steamer, ensuring they do not touch each other. Cover and steam over boiling water for about 15-20 minutes until the dumplings are cooked through.
