Prepare the Filling

Mix the Vegetables
In a large bowl, combine the shredded cabbage, grated carrots, sliced bell pepper, chopped green onions, and minced garlic.

Season the Filling
Add the soy sauce, sesame oil, salt, and black pepper to the vegetable mixture. Toss well to ensure all ingredients are evenly coated.
Assemble the Spring Rolls

Prepare the Wrappers
Lay a spring roll wrapper on a clean, flat surface with a corner pointing towards you.

Fill the Wrapper
Spoon about 2 tablespoons of the vegetable mixture near the corner closest to you. Fold the corner over the filling, then fold in the sides and roll tightly away from you.

Seal the Wrapper
To seal the edge, dab a little water on the exposed corner of the wrapper before sealing.
Fry the Spring Rolls

Heat the Oil
In a large frying pan or wok, heat the vegetable oil over medium-high heat until shimmering.

Fry the Rolls
Carefully add the spring rolls to the hot oil, frying them in batches to avoid overcrowding. Fry for about 3-4 minutes on each side, or until golden brown and crispy.

Drain and Serve
Remove the spring rolls from the oil and place them on a paper towel-lined plate to drain excess oil. Serve hot with your favorite dipping sauce.
