Prepare the Filling
In a skillet over medium heat, cook the ground Angus beef until browned. Season with salt and black pepper. Remove from heat and let cool slightly.

Assemble the Cigars
Lay a spring roll wrapper on a clean surface. Place about 2 tablespoons of the cooked beef and 1 tablespoon of pimento cheese spread at the center of the wrapper. Fold the sides over the filling and roll tightly to form a cigar shape. Repeat with remaining wrappers and filling.

Fry the Cigars
In a deep frying pan, heat oil over medium-high heat. Fry the spring roll cigars in batches until golden brown and crispy, about 3-4 minutes per side. Remove and drain on paper towels.

Prepare the Drizzle
In a small bowl, mix together honey and chili garlic sauce.

Serve
Plate the cigars, drizzle with the honey chili garlic aioli, and garnish with chopped green onions before serving.
