Prepare the Beef
Trim excess fat from the chuck roast and cut it into large chunks for easier browning.

Chop Vegetables
Dice the onion and mince the garlic cloves. If using, chop the red bell pepper and slice the jalapeño pepper.

Brown the Beef
In a large skillet, heat a tablespoon of oil over medium-high heat. Add the chunks of chuck roast and brown on all sides, about 5-7 minutes. Transfer to a slow cooker.

Combine Ingredients
Add the sautéed onion and garlic to the slow cooker with the beef. Pour in the beef broth and stir in the tomato paste, cumin, chili powder, salt, black pepper, and bay leaves. If using, add the chopped red bell pepper and sliced jalapeño.

Cover and cook on low for 8 hours, or on high for 4 hours, until the beef is tender and easily shreds with a fork.
