    In a bowl, combine olive oil, garlic powder, cumin, chili powder, salt, and black pepper. Mix well. Add the flank steak to the marinade, ensuring it's fully coated. Cover and let marinate in the refrigerator for at least 30 minutes (or up to 2 hours for more flavor).

    Preheat a grill or skillet over medium-high heat. Remove the steak from the marinade and grill for 4-5 minutes on each side for medium-rare, or longer if desired. Once cooked, remove from heat, cover with foil, and let rest for 5 minutes before slicing thinly against the grain.

Assembling the Burritos

    Warm the flour tortillas on the grill or in a microwave for about 20 seconds to make them pliable.

    On each tortilla, layer a portion of cooked rice, black beans, sliced steak, shredded cheese, sour cream, salsa, and chopped cilantro. Squeeze fresh lime juice over the top to taste.
