Prepare Birria Broth

Toast the Chilies
In a dry skillet over medium heat, toast the dried guajillo and ancho chilies for about 2-3 minutes until fragrant. Remove and set aside.

Cook the Beef
In a large pot, add beef chuck roast, water, toasted chilies, cumin seeds, oregano, garlic cloves (whole), chopped onion, bay leaves, salt, and black pepper. Bring to a boil, then reduce heat to low and simmer for about 2 hours, or until the beef is tender.

Adjust Seasoning
Taste the broth and adjust the seasoning if necessary, adding more salt or pepper to taste. Keep the broth warm on low heat.

Boil the Noodles
In a separate pot, bring water to a boil. Add the straight noodle ramen and cook according to package instructions, typically around 3-4 minutes. Drain and set aside.
