Marinate the Wings
In a large bowl, combine soy sauce, fish sauce, honey, lime juice, minced garlic, minced ginger, red chili flakes, and black pepper. Add the chicken wings and toss until they're well coated. Cover and refrigerate for at least 2 hours or overnight for best results.

Preheat the Oven
Preheat your oven to 400°F (200°C). Line a baking sheet with aluminum foil and place a wire rack on top.

Bake the Wings
Remove wings from the marinade and place them on the wire rack. Bake in the preheated oven for 40-45 minutes, turning halfway through, until wings are golden and crispy.

Garnish and Serve
Remove wings from the oven and sprinkle with fresh cilantro. Serve hot with your choice of dipping sauce.
