    Preheat Oven

    Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

    Mix Dry Ingredients

    In a large mixing bowl, sift together the flour, sugar, cocoa powder, baking powder, baking soda, and salt until well combined.

    Combine Wet Ingredients

    In another bowl, whisk together the eggs, milk, oil, and vanilla extract until smooth.

    Combine Mixtures

    Gradually add the wet ingredients to the dry ingredients, mixing until just combined.

    Add Boiling Water

    Stir in the boiling water until the batter is smooth. The batter will be thin.

    Bake the Cake

    Divide the batter evenly between the prepared cake pans and bake for 30-35 minutes or until a toothpick inserted into the center comes out clean.

    Cool the Cakes

    Allow the cakes to cool in the pans for 10 minutes, then turn them out onto wire racks to cool completely.

    Prepare the Frosting

    In a medium bowl, beat the unsalted butter until creamy. Gradually add the cocoa powder and powdered sugar, alternating with the milk, until smooth and fluffy.

    Add Vanilla

    Mix in the vanilla extract until well combined.

    Frost the Cake

    Once the cakes are completely cool, place one cake layer on a serving plate and spread a layer of frosting on top. Place the second layer on top and frost the top and sides of the cake.

    Slice the cake and serve each slice with a scoop of vanilla ice cream on the side.
