Prepare the Batter
In a large bowl, combine all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the mixture is smooth and well combined. Set aside.

Batter and Fry the Fish
Dip each fish fillet into the batter to coat evenly. Carefully place the battered fish into the hot oil, frying in batches to avoid overcrowding. Fry for about 4-5 minutes per side until golden brown and cooked through. Remove and drain on paper towels.

Prepare the Potatoes
Peel the potatoes and cut them into thick strips for fries. Soak in water for at least 30 minutes to remove excess starch, then drain and pat dry.

Fry the Potatoes
Fry the potato strips in batches for about 5-7 minutes until they are crispy and golden. Remove and drain on paper towels. Season with salt while still hot.

Mix the Ingredients
In a small bowl, combine mayonnaise, chopped pickles, capers, lemon juice, and season with salt and black pepper to taste. Mix well and refrigerate until ready to serve.
