    In a saucepan, bring water to a boil. Add the clams and cook until they open. Remove from heat, and set aside to cool. Once cool, remove the clams from their shells and chop roughly.

    In a large pot, melt butter over medium heat. Add onion, celery, and garlic; sauté until softened, about 5 minutes.

    Add Potatoes and Flour

    Stir in the diced potatoes and cook for another 5 minutes. Sprinkle flour over the mixture and stir to combine, cooking for 2 more minutes.

    Add Broth and Seasonings

    Gradually pour in chicken broth, stirring constantly. Add salt, black pepper, thyme, and bay leaf. Bring to a boil, then reduce heat and simmer for 15 minutes, or until potatoes are tender.

    Stir in the chopped clams and heavy cream. Cook for an additional 5 minutes until heated through.
