In a saucepan, mix the brown sugar, honey, black pepper, cloves, and water. Heat over medium until the sugar dissolves and the mixture is well combined, then set aside.

Score the surface of the country ham in a diamond pattern, being careful not to cut too deeply. This will allow the glaze to penetrate the meat.
