Prepare the Potatoes
Peel the potatoes and cut them into thick strips. Soak the strips in cold water for at least 30 minutes, then drain and pat dry.

Make the Batter
In a large bowl, combine the flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth and slightly thick.

Heat the Oil
In a deep pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Potatoes
Add the potato strips in batches to the hot oil. Fry until they are golden brown and crispy, about 5-7 minutes. Remove and drain on paper towels. Season with salt.

Fry the Cod
Dip each cod fillet into the batter, allowing any excess to drip off. Carefully place the battered fillets in the hot oil and fry until golden brown and cooked through, about 4-5 minutes. Remove and drain on paper towels.

Prepare the Aioli
In a bowl, mix together the mayonnaise, lemon juice, and chopped fresh basil. Adjust seasoning with salt and pepper to taste.

Plate the fish and chips together, serving the lemon basil aioli on the side for dipping.
