    Cook the Rice

    Rinse the white rice under cold water until the water runs clear. In a medium saucepan, combine the rinsed rice and water. Bring to a boil over high heat, then reduce the heat to low, cover, and simmer for 18-20 minutes or until the water is absorbed. Remove from heat and let it sit covered for 5 minutes before fluffing with a fork.

Hamburger Patties

    Prepare the Patties

    In a large bowl, combine the ground beef, soy sauce, garlic powder, onion powder, salt, and black pepper. Mix until just combined, being careful not to overwork the meat. Form the mixture into two equal-sized patties.

    Cook the Patties

    Heat the vegetable oil in a skillet over medium-high heat. Once hot, add the patties and cook for 4-5 minutes on each side or until they are cooked to your desired doneness. Remove from skillet and set aside.

Gravy

    Make the Gravy

    In the same skillet used to cook the patties, add the beef broth and soy sauce. Bring to a simmer. In a small bowl, mix cornstarch with water to make a slurry, then slowly add it to the simmering broth while stirring continuously. Cook for an additional 2-3 minutes or until the gravy thickens; season with black pepper to taste.

    Fry the Eggs

    In a separate pan, fry the eggs to your liking (sunny-side-up or over-easy) using a little oil or butter to prevent sticking. Season with salt and pepper.

Assembly

    Assemble the Loco Moco

    On each plate, place a scoop of rice, followed by a hamburger patty. Pour the gravy over the patty and rice, then top with a fried egg. Garnish with chopped green onions.
