Make the Cake
Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

Mix Dry Ingredients
In a large bowl, whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Combine Wet Ingredients
In another bowl, whisk together eggs, milk, vegetable oil, vanilla extract, and dulce de leche until smooth.

Combine Mixtures
Gradually add the wet ingredients to the dry ingredients, mixing until just combined.

Bake the Cake
Divide the batter evenly between the prepared pans. Bake for 30-35 minutes, or until a toothpick inserted comes out clean.

Cool the Cakes
Allow the cakes to cool in the pans for 10 minutes, then remove from pans and let cool completely on a wire rack.

Add Flour
Stir in 1 cup of flour until the mixture forms a ball. Let cool slightly before adding eggs, one at a time, mixing well after each addition.

Fry the Churros
Heat vegetable oil in a deep fryer or large pot. Pipe the dough into hot oil, frying until golden brown. Drain on paper towels.

Coat Churros
Mix granulated sugar and cinnamon in a bowl. Roll the fried churros in the mixture while warm.

Assemble the Cake
Layer the cooled cakes with additional dulce de leche in between. Top with the remaining dulce de leche and serve with churros.
