Preheat the Oven
Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

Mix Dry Ingredients
In a large mixing bowl, sift together the all-purpose flour, granulated sugar, unsweetened cocoa powder, baking powder, baking soda, and salt until well combined.

Incorporate Boiling Water
Carefully stir in the boiling water. The batter will be thin, but that's okay.

Bake the Cake
Pour the batter evenly into the prepared cake pans. Bake in the preheated oven for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean.

Cool the Cakes
Once baked, remove from the oven and allow the cakes to cool in the pans for 10 minutes. Then, turn them out onto wire racks to cool completely.

Prepare the Frosting
In a medium mixing bowl, beat the unsalted butter until creamy. Gradually add the unsweetened cocoa powder and powdered sugar, alternating with the whole milk and continue to mix until smooth.

Add Vanilla
Stir in the vanilla extract and mix until fully incorporated and the frosting is fluffy.

Frost the Cake
Once the cakes are completely cool, place one layer on a serving plate. Spread a generous amount of frosting on top. Place the second layer on top of the first and frost the top and sides of the cake.
